The Committee on Government Organization moved to amend the bill on page one, section ten-b, line one, by striking out the new section ten-b in its entirety and inserting in lieu thereof the following:

“(a) The superintendent, in consultation with the Secretary of the Department of Military Affairs and Public Safety, shall conduct an analysis of the purchase of state police vehicles compared to the cost of leasing vehicles for state police use, in order to determine if it would be more cost effective for the State Police to lease vehicles rather than purchase them. The analysis shall be limited to vehicles with standard police equipment, with consideration that the vehicles may be wrapped with the State Police colors rather than being painted.

(b) On or before December 31, 2017, the superintendent shall report to the Secretary of the Department of Military Affairs and Public Safety on any findings that leasing police vehicles is more cost effective than purchasing them, that leasing vehicles is not more cost effective, or that leasing vehicles would otherwise be impractical. Upon a finding that leasing vehicles is more cost effective than purchasing them, the superintendent shall recommend to the Secretary the most cost effective policies and procedures for leasing state police vehicles for all future vehicle needs.

(c) The superintendent may propose legislative rules for promulgation in accordance with article three, chapter twenty-nine a of this code for the purpose of establishing the most cost effective policies and procedures for leasing state police vehicles for all future vehicle needs.”
